The Emissions Amendment to the Recreational Craft Directive (RCD) requires that recreational craft comply with the maximum permissible sound pressure levels as specified in Annex 1.2 of the Directive when measured in accordance with ISO 14509. However the referenced measurement standard, ISO 14509, describes tests to determine the A-weighted sound exposure level, LAE, the duty cycle pass-by sound exposure level, LDCE, the maximum duty cycle pass-by sound pressure level, LDCmax and the maximum AS-weighted sound pressure level, LpASmax. Consequently, manufacturers seeking to confirm that their products comply with the proposed amendment have need for a short form ISO 14509 that describes only those sound level measurements required to demonstrate compliance. Additionally, some recreational craft, particularly displacement-type hulls, operate at very slow speed so that they produce minimal sound pressure levels in the pass-by mode. In such instances the manufacturer or his authorized representative can safely assume that the craft will be below the required limits so that this screening test can be applied. ICOMIA Standard 47/98 provides details of a Screening Test for ISO 14509 intended to determine compliance with the sound level requirements specified in the Emissions Amendment to the Recreational Craft Directive 94/25/EC. The measurement results obtained with ICOMIA 47/98 will always provide sound level data that is either identical with or higher than ISO 14509 test results in terms of the maximum AS-weighted Mode 5 pass-by sound pressure level. Consequently, it can be used as a screening test for craft that are expected to be significantly below the required limit values required by Directive 94/25/EC to facilitate sound level testing in less-than-ideal environmental (sound level) test conditions.
